The narrator mentions Garfield being on TV, which would put this no earlier than 1984. A very interesting find!
Given the blank slate at the end, one presumes this was syndicated to local newspapers, to run in their local markets. That line about "Do you sleep in that hat?" "YOU'LL never know!" is a bit risque for an animated 1980s commercial... funny, though.

The voice for Brenda Starr was very familiar. The only name coming to mind is Sheree North, but I'm not about to swear to it....
